IT looks, literally, like a bomb has hit it.

The bricks from a destroyed wall block an entire alleyway. Scorch marks scar the sides of burnt out houses. Windows stand open without panes or boards, the ceilings inside, upstairs and down, gaping with wrenched holes.

Yards at the rear of derelict homes are filled with old mattresses, fridges, household waste and discarded clothing.

A broken outside toilet still floods the garden of one empty home a shocking three months after neighbours reported it.

There are mice, and rats. And many of the keys to the alley gates designed to protect the community are allegedly held by the very people terrorising it.

At least five houses have been torched within the last month - burnt out from within after groups of youths have broken through the inefficient security barriers.

And among this dreadful scene in Birkenhead's Milner Street, there are people attempting to achieve an everyday life - with little or no help from the rest of Wirral.

People like mother Sandra Murphy, who firmly believes the firebugs could claim a life unless they are halted.

Two weeks ago Sandra and her five-year-old daughter were forced to flee their smoke-filled home after yobs torched the house next door. It was the fifth blaze in the street in just four weeks.

Mrs Murphy is still living in her property, but is one of many tenants who have contacted the Globe concerned about anti-social behaviour.

"People are genuinely scared that their home will be next," she said.

"The people doing this to us are just animals. They are putting our lives in danger. Someone will die in one of these fires unless a way is found to stop them.

"I'm a chronic asthmatic and the house was so full of smoke that I can't now even sleep in my own house because of this.

"My nebuliser is clogged with smoke now so that's useless. And I do actually need that to breathe. I wonder if the mindless idiots would do this to their own mothers or grandparents?"

There have also been reports of gangs arriving in vans, breaking into derelict properties and taking scrap metal and fittings from kitchen boilers.

The attacks, say the residents, are an almost daily occurence in Milner Street, which is supposed to be part of a major redevelopment programme for the north end of Birkenhead but which in reality resembles a neglected, forgotten war zone.

Among those who are planning to move out is pensioner Maureen Turner, 66, who has lived in the same house for 34 years and has spent thousands of pounds redecorating.

She is now packed, ready and waiting to leave, but says she cannot afford to. "It's getting really frightening around here," she said. "I'm getting too old to buy a house now and the council hasn't offered me enough to afford anything else.

"I have spent thousands doing my house up, but the council have said I would have to leave it all if I was to move.

"The police are always putting warnings about arson through our doors but it doesn't make any difference. If there are no police here to stop the vandals there is nothing anyone can really do afterwards.

"It's just terrifying. Our lives are being made hell."

ost of the residents are too terrified of reprisals to be named, but were happy to allow the Globe inside their homes to see the circumstances in which they are forced to survive.

From the rear child's bedroom window of one house on Milner Street, we looked out at three vacated properties, each one of them savaged by vandals and then used as a dumping ground by flytippers.

Dividing garden walls have been smashed down with hammers, and down the alley runs a stream of lavatory water that pours noisily night and day from the vandalised outdoor loo next door.

"We all know who's doing it," said one of the residents who asked not to be named.

"But it's no good us knowing who they are and then telling the police...

"They need to be caught in the act and that means having more police or community support officers down here actually walking the beat in the early hours, which is when most of the attacks are taking place."

Another resident, a grandmother, claims she has been approached twice by taxi drivers angry about people running off without paying their fare.

"What the louts do is get a taxi back from the nightclubs and give my address as a destination. When the taxi pulls up here, the customer jumps out without paying and runs over the alleygate next to my home.

"The drivers obviously think that person who's just skipped off lives here, which they most certainly do not. But the next thing is that my doorbell is going at all times of the night and I have to calm down an angry driver.

"These youths are just like animals, although that's unfair on animals. Our lives aren't being made a misery - they actually are a misery. It's night after night after night and everybody is at their wits' end but whoever we go to for help just can't wait to get us off the phone.

"Yes, we get letters saying this will be done and that will be done. But the people who write these letters then do nothing about it then, and go back to live in their cosy homes with their nice gardens and forget that we're waiting to see which house will be the next to be burnt out."

She added: "We are never off the phone to the council or the police but it's as if we're invisible.

"Would that be the case if we were living somewhere in Heswall or Caldy? I don't think so. People living in places like this are just being left to rot.

"We're expected to just get on with it because we're clearly not worth the bother in the eyes of the local authorities."

Some of the residents in Milner Street say they have been on housing waiting lists for staggering amounts of time. One has been waiting to be rehoused for ten years. Another claims to have been waiting almost twice as long. Alleygates, designed to keep the unwanted and undesired out are "next to useless", say residents. One said: "Nobody's even sure who's supposed to have the keys or not have them.

"Some of the people holding keys definitely shouldn't have them as they're part of the problem. But apparently the council believes we should sort that out.

"The idea of alleygates is to cut down on anti-social behaviour and reduce crime. The reality is a shambles."

All residents of Milner Street - private and council tenants alike - are supposed to be rehoused on the housing renewal scheme, but say whenever they ask for a date they are cold-shouldered.

One lady told us: "The council isn't interested. If this was about trying to get tourists to come and watch a damned golf tournament they'd be all over us like a rash. Instead they want to sweep our problems under the carpet and seem to be hoping that we'll just go away. Believe me - we'd all love to go away. But we haven't anywhere to go."

A Wirral Council spokesman said: "The council is aware of a small number of incidents that have taken place recently in the Milner Street area and is taking action in response to these problems.

"The council has arranged for all empty properties in council ownership to be stripped of any valuable fixtures and fittings by a specialised contractor."

Paul Harrison, the area's Neighbourhood Inspector for Merseyside Police, said: "In the past we were aware that this area has experienced a number of issues with anti-social behaviour and criminal damage.

"Our dedicated neighbourhood teams are working with local residents and businesses to reduce this problem and in the past few months we have seen a significant drop in the number of recorded incidents of crime.

"As well as regular high-visibility patrols in the area, we have worked with the community to set up Neighbourhood Action Groups, which meet on a regular basis to get feedback from local residents.

"As part of the Government's Respect agenda, we have used many tactics including truancy sweeps, warrant executions, mounted officers patrolling the neighbourhood, removing graffiti, and a leaflet drop to residents. In one operation alone we arrested 14 people in the area for burglary offences.

"More recently a prolific offender from the area has been charged with 13 offences and is currently awaiting trial. In the past five weeks we have received no reports of incidents of any crimes in this area and we hope that our work continues to make this area a safer place to live."

The line about the golf was interesting.

The fact is, front line work is no longer important to this council - and I include councillors and council staff there.

As long as their image is right, and they win meaningless awards, who cares if the bins aren't emptied and people live like pigs?

I come from a family who fortunatly where able to relocate to a better area from living there for over 30 years. My honest opinion is that they have had a lucky escape to have left when they did and all that is left to be said is for someone to kindly drop a bomb on the place and start again.

The poor people living there have worked hard and tried to make the most out of what they have got, unfortunately over the years scumbags that dont understand the concept of a "Home" have moved in and out ruining everything on their way through like locusts. Its just ignorrance from local councils and people like you that cause things like this to happen. I bet your the type of person that doesn't bother to clean your own mess or hoover up after yourself because it will only end up getting dirty anyway.

its aso about pride,i am not afan of the council, but i'm sure council workers didn't, make the mess, you have to look closer to home,whats the point of the council to clean it up, if it is, going to be as bad within weeks,when i was a kid in the 40s and 50s everybody kept their own area clean, and were quick to tell anyone,who didnt, its called community spirit

The point in all this is that it is solely the dragged up, worthless, ugly, space wasting scum that are the problem. The council can come and fix, and rebuild and prettify, but within hours the dregs will be back to cause the problems again. Until the judges and the politicians spend a good deal of time locating or growing some balls and actually punishing these things, they will continue doing what they do. The scum that do this have no worth, they bring nothing to the party and seriously may as well be dead.

A documentary about Perhaps if Wirral Borough Council hired people who actually live in the areas where they want to make a difference, they would see a maked improvement. It is amazing when people have a vested interest in something, how hard they work to make things better.

This has worked in the past. All the fine buildings, estates, infrastructure etc which has been left to decay for decades was originally created when local people worked within Town Councils which represented their own area.

Get a grip Wirral Council and treat people with respect - you will then find they respect their communities

My post was editied for some reason so I am adding this to it:

A documentary was made over a decade ago which showed the area around Milner Street was the worst slum in Britain. Nothing has been done then or since. This council do not care unless you live on the posh side of the M53.

All the usual pundits (Council, Police etc) quote statistics and what a fabulous job they do. The reality is they don't do anything and don't really care because they don't live there.

This council is a disgrace and the slums of Birkenhead and Seacombe are a national shame. Even immigrants from third world countries refuse to live here. Says it all!

I feel sorry for those caught up in this council created mess. Lazy council that is set upon not helping anyone other than those in power. If there is a Euro grant or cctv grant Wirral is proud to take it, instead of looking within the borough and sorting things out, why dont they take a walk around and realise what a mess the place is in. Oh and I bet if they do walk around they won't come across that rare species of an actual police officer, not a plastic "community" bobby. Get a grip or lose it once and for all Wirral!

I too think it is tht a theses people have 2 through this but why should coucil workers get abuse and things thrown at them by small group of the yobs ? after all the workers r only trying to do a job too!!!!!!! i know someone who lived on Miller st and she has managed to get out of there... i hope the people too many to get away from the scumbags tht make their lives a misery .

Many years ago. If you lived in milner street or some of the surrounding streets like Thorneycroft or Carrington, then you were doing quite well for yourself. Then some of these people moved out and the private landlord took over. This is why these streets have the problem they have today. It's such ashame to see these streets fall into such decline, but this is modern britain for you. The Bidston Rise area is becoming much the same and the council don't care because it's the north end.

I have just taken a ride through this area as its local to me, and whilst I agree that the council are not blameless here, it is also the responsibility of the residents of this and the surrounding streets to at least make an attempt to tidy the place up.

But it seems to be inhabited by a substantial population of youngish, stella swigging, overweight, pyjama wearing single mothers who are probably claiming for everything they can.

If you don't believe me take a look.

It would be an interesting statistic to see how many of these residents are in receipt of housing benefit, I'll bet its close to 100%

Right on the button! Apart from the odd old dear,the rest are EXACTLY what you say. They'll just sit on their lazy *rses till somebody does it for them. That's the welfare state for you. The MODERN welfare state. When it was first introduced people were expected to do SOMETHING for their hand out. Nowadays of course,that would be an infringement of their human rights. In fact how DARE I critize lazy people. JAIL ME!

I agree with jack frost. The majority are on benefits and don't care an ounce for the area. They are desperate to get out of the street because they will get £4000 to move on so their house can be demolished. As i said previous. The private landlord is to blame for the demise of this street. They will put anybody in the house as long as they get the rent. I can tell you all what happened to these streets. The river streets where pulled down because they were getting destroyed and then all those residents moved to the hearest point which was Milner street etc. Believe me, this street was a great place to live untill the river streets came down and private landlords threw houses at people for a quick rent. What a shame on the residents who still own their houses in that street and i know a few still do.

I think that these once thriving communities are being neglected so that the people who have lived there all their lives will eventually give up and move out.(Please don't.)What would happen then? Oh, I wonder if the council will bring the bulldozers in,flatten the place,and bring a load of rich yuppies in to live in their newly created "Wirral Waters -rich people only" development?The old local communities would not sit well amongst the multi billion pound building development-the council know this and want to get rid of the people who live there.They are betraying the people who elected them by the lure of all that money-not for us,the people of wirral,but for them.What benefit is this development to us?We want jobs not expensive hotels,eateries,heal

th spas and property that none of us can afford.These people are destroying the greatest asset to the people of wirral-the wallasey and birkenhead docks.They are proposing to tear down , or render useless, the once great warehouses that still provides mass employment potential for the people of birkenhead and the rest of wirral.Thomas Telford once visited the wirral and remarked when he looked out over the mersey from bidston hill-"They've built Liverpool on the wrong side of the Mersey!"Such was his wonder at the great potential of the wallasey pool.I wonder what he'd think now of the dereliction and neglect?Don't let the council give our heritage away.We can start by standing up and demanding that the council regenerate the area of birkenhead north and give the people who live there something to be proud of.

I suggest to anyone living in and around the area of birkenhead docks to keep an eye on Peel Holdings development plans for wirral waters-your street might just be marked for removal!

Many of these houses are boarded up and the rot is setting in. Its not a nice place to inhabit, just knock em down and get it done and over with.

The only problem is that many decent people will have the scum from this area moving closeby, fully financed by the taxman... so the rot continues.

I will send you a picture of the alleyway opposite my house in Seacombe between Oakdale Road and Naples Road. It is a disgrace. The rubbish that is left there always appears at night. My feeling is that alot of landlords when emptying houses left by tennents in a hurry dump what they leave in the alley.
Landlords do have a responsibility to dispose of the rubbish at the tip. Like we have to. Then again there are some people who like living in amongst the rotting food/furniture and building rubble. I have not seen a rat yet. May it is to dirty for them!

I saw a huge one the other day,on the beach in West Kirby. It was wearing a bowler and had an air of superiority! Here's my new law; no one person shall own more than 3 houses. There's just no need. Come on you house prices,drop some more,catch out the greedy.

I think the absolute deprivation and disrepair of this street is a result of council failure and elements of the local population who have no respect for themselves or their surroundings. When they demolished Tees Street (the subject of the infamous World in Actin programme in the 80s) the scally element just moved onto surrounding areas. Is it any suprise that they continue to behave like animals?

The council has failed most residents of the Wirral, whether they live in Birkenhead or Heswall; Liscard or Caldy. Its leaders and officers are more bothered about pushing their own little empires and blowing theuir own trumpets through meaningless press releases and empty boasts and promises. Meanwhile residents all over the Wirral are ignored. I dispute the claim that if this was Heswall or Caldy that the council would do something; they care little about any resident, wherever they are from. This is mainly because the chief officers and leaders don't even live in the areas concerned.

Its the people and community that drags the place down not the council. In fact there is no community anymore and thats what is wrong. People stand back and watch little thugs steal car.s and houses and say nothin at all

Or step in which results in: 1.Arrest for assualt(based on the thugs word) 2.Being attacked(result injury or death) 3.Verbal abuse and no support from anyone including the law. This is the world we live in. The new British/European law world. I don't blame people for doing nothing. I do nothing.

One half always relies on the other half to sort things out..and that half is doing the same! vicious circles and all that.
The council think that they are just there to build buildings and fine people for stupid things...and the people think the world owes them a favour.

I advise the genuine people to seek the aid of a solicitor who specializes in housing issues, keep a log of all incidents and explain how they are affecting you and also seek a report from your GP outlining how all this is affecting your mental and physical health. Keep a log of all calls to and from the council/police and ask for EVERYTHING they say in writing.
Hopefully you will have enough by then to force a move. Check your tenancy agreements also (especially the councils obligations to you) and make sure they are keeping thier side of the bargain. As (unbeknown it seems to many) the tennant can take the council to court.
